Step 2. Download Documents
Download the full bid document, specifications, and BDS from each listing.
Step 3. Prepare Your Bid
Complete all required forms, obtain necessary certifications, and prepare your bid.
Step 4. Submit via e-Services
Upload your bid documents via the SLMC e-Services portal before the closing deadline.

How to Submit a Bid
Register on e-Services
Create an account at eservices.slmc.gov.lk using your NIC or business registration number.
Download bid document
Locate the tender and download the full bid document, BDS, and all specifications.
Prepare your submission
Complete all required forms, attach supporting documents, and obtain bid security where required.
Upload before closing time
Log in to e-Services, select the tender, and upload your bid files before the published closing date and time.
Track your submission
Your submission reference will be issued on upload. Track the bid status from your e-Services dashboard.
Procurement Rules
- All procurement follows the National Procurement Guidelines issued by the National Procurement Commission
- Late bids will not be accepted under any circumstances
- SLMC reserves the right to accept or reject any bid without providing reasons
- Canvassing of SLMC staff in connection with any tender will result in disqualification
- Bid documents must be purchased from SLMC before a bid can be submitted where applicable
- All bids must be in Sri Lankan Rupees unless otherwise stated in the bid document
